The gang is at the Doo reunion and birthday party. Scooby receives the Doo family collar with a giant diamond and emeralds and so much ugly. Scooby and Shaggy answer the door. They meet the Dogcatcher ghost who demands the collar. Mrs. Knittingham tells the story of Buster McMuttMauler, an insane dogcatcher with a fixation on the Doo puppies. We meet Daddy-Doo and Mama-Doo for the first time in this episode. The episode doesn't quite explain how dogs function in this world.

Mrs. Knittingham is abducted by the Dogcatcher Ghost. They go through the usual procedure of running through suspects, Mr Goodman, Dr. Needlemeyer and Mr. Trixenstuff. Scooby's parents are abducted next. Scooby is amped for the investigation. He refuses Scooby snacks from Daphne because he doesn't need to bribed to search for his parents. They treat Scooby's missing parents with weight and significance.

Notable visual gags include Scooby wearing a hole in the floor, Shaggy and Scooby slamming a dozen doors to keep out the ghost (Loaded Weapon 1 has a great version of this), and Shaggy and Scooby pretending to be bathers whose privacy is invaded.

It's not a show without danger. The ghost abuses Scooby after getting the collar, abducts the gang and clearly doesn't intend to release his captives if he's continuing to abduct people after getting the thing he wanted. 

Anyway, it was Mr. Trixenstuff. He showed up for one scene earlier. He's a dog trainer and explain to me why highly intelligent dogs that can talk need a dog trainer. Are there other dogs that can't talk? Someone explain this to me! Rather than call the police, the gang calls a good dogcatcher they met earlier. What is this world?

The other puppies have personalities corresponding to the rest of the gang. Ruby is extremely fashion conscious, Skippy is highly intelligent and likes computers and Howdy's favorite magazine is the National Exaggerator (also Fred's favorite magazine).
