Scrappy starts assaulting random individuals. His reckless behavior almost gets Shaggy and Scooby killed when he accidentally starts a plane. He's actually helpful when he helps them get their minecart on track. Scrappy once again demonstrates a supernatural ability as a craftsperson when he makes a paper airplane capable of carrying Scooby through the air.

A skeleton flies a plane painted with a skeleton. It's a look.

The gang is on their way to the Sky Circus Airport to meet their friend Wendy Airs. The Sky Skeleton writes a warning in the sky. Shaggy and Scooby flee to the tower despite the skeleton being in the sky and nowhere near them on the ground. Daphne, Velma and Fred start an investigation with Amelia Palmer. On their way to find Wendy, they meet Eddie Drake, a reporter, when Scrappy attacks him. They also meet Henry Greycloud. 

Scooby falls down a well with suspiciously black and oily water. The gang search the area. Scooby, Shaggy and Scrappy find the Sky Skeleton while avoiding him. Scrappy makes a mess with a plane. He immediately starts building a trap and winds up trapping Scooby and Shaggy. They crash through the floor into an old minecart. 

Velma, Daphne and Fred find the Sky Skeleton with a plan to chase it. Their pursuit is delayed by the convenient appearance of the reporter. They find a computer. They figure out the computer is controlling the plane. Conveniently, Shaggy, Scrappy and Scooby get washed into the room with the rest of the gang. The also find a map labeled "Confidential Ed Dept" and more black gunk.

Amelia Palmer's attempt to practice nearly ends in tragedy when she loses control of her plane. The Sky Skeleton takes manual control of the skeletonplane. Shaggy, Scooby, and Scrappy get stuck in the Sky Skeleton's plane. He tries to murder them. He gets thrown out onto a windmill. Through a series of contrivances, Shaggy, Scooby and Scrappy land.

The skeleton is unmasked to be Eddie Drake, the reporter trying to scare everyone away from the oil on the land.
