Slappy drives her neighbor insane.

On her way to the store to buy buttermilk, Slappy drops an empty soda can in her neighbor's recycling bin. Slappy is annoyed when neighbor forces her to take the can out of the can and bring it home. She proceeds to drive Candy Squirrel insane.
Slappy says, "Alan Funt is a dead man." when Candy Squirrel calls out to her. He created Candid Camera. In other words, "Am I on Candid Camera?"
The point of the cartoon is Slappy can't let anything go. Skippy is just going along with it for fun. Slappy's reaction is disproportionate and indefensible and that's the joke. They try to balance it by making Candy Squirrel awful in her own way with her inflated ego.
