The conceit of this episode is that the character pairings are mixed up. Runt and Pesto, Rita and Pinky, Mindy and Brain, Katie Ka-Boom and Boo. So it's the Warner brothers and their sister Slappy.
The plot of the short is secondary to the episode. It's a basic setup. They're in Baghdad trying to go to a café but it's not a café.
Here's the thing. When I first saw this episode, I was a little kid. I had no idea who Saddam Hussein was. I didn't know where Baghdad was. Baghdad was just a city name. I knew it was very far away and I didn't really have a concept for it outside of these cartoons. In the short, the Warners and Slappy deal with "So Darned Insane". The entire setting went a mile over my head at the time.
Dot also takes over Slappy's role in a brief cover of Slappy's song.
