Tsuneo Gōda is known by many for the Domo Kun shorts. Wandering through youtube videos, I found a clip of animation that poster could not identify. I instantly recognized the style of the characters and the animation. Check Komaneko out. It's a sweet treat for anyone who likes Domo or great animation.
